    I see no problems with it. But you all are very hung up on a draft. Why not just make a year military service mandatory at 18? After they finish high school, before college. You get to train everyone to know how to hold a gun, protect themselves, learn some survival skills, instill a little discipline? Besides, if you then create specialized regiments for the unusually powered they'll volunteer their powers willingly for sure. A draft can be instituted when we're at war, you won't even have to send draftees into basic training because they'll already have learned that stuff.
    Forcefox shrugs.
    It doesn't really matter to me. That's the politicians' problem. The manner proposed is fair, unbiased and only works because people volunteer info. It passes the checklist.

    Now that things seem to have cooled down, the next few steps are details like where to set up the initial training facility and other minutae. A facility formerly used as a military academy had been abandoned due to the sudden government shutdown, but at Forcefox's suggestion, several members of the group figured it would be the best starting point. There was a hasty clean-up to be done, but most things worked. It was useful, and there were a group of cadets who were willing to put aside whatever political differences they had with your group to help in the renovation.

    More than that, the Future Foundation was putting its backing behind the new government: Both for pragmatic reasons, as they stood to benefit from the world's goodwill, and for philanthropic ones. They would help provide you with the funding you needed, and might produce a similar stable of heroes. Right as your group of friendly neighborhood students was loading up the last bag of garbage, the roar of flames could be heard approaching. A burning torpedo charged towards the center of your group before pulling up at the last moment. "The Voluntary Mutant Extinction Movement is no more," a voice called out. He was the source of the flames, an individual shrouded in fire, which he used to hover. "We're under new management, and expect that you and the new government recognize our personal freedoms."

    Someone oozed out of a nearby fountain, and as he forms up, he glares at Spirit Haven. It's your old buddy Typhoon, and he is pissed off as always. "Oh, it's you shitheels again. Why am I surprised?"

    "Be civil," the firebrand demands his ally, before speaking again. "I am Flashburn, and speak on behalf of Aurelia and the Mutant Liberation Front: We will be recruiting from those in the population who have nowhere else to go with their powers. Do not attempt to strongarm us into your demands, and we will have an understanding."

    "Don't bother,"
    Typhoon jeers, spitting in your direction. "These guys like sticking their nose into everyone else's business."

    "They won't be so keen on doing it after we bring Dynamo into the fold," Flashburn declares.

    "From registration," Enfield answers, crumpling up a stray regime poster, seeking to short-circuit the conversation. It's headed there eventually. "'Freedom' doesn't mean 'freedom from consequences,'" he lectures. "As Alamaoan citizens, you and your friends will be subject to registration and selective service, same as me and mine. If you don't like that, you could defect. Don't think you'd like the Haulian treatment, though. I hear the South Pole is almost habitable this time of year."

    "... Really?" Spirit Haven sighs loudly. "Voluntary Mutant Extinction Movement? Is that what they're calling basic super education nowadays?" He shakes his head, looking at Flashburn. "First off, Dynamo has arrested for multiple crimes, and his last little stunt left him with significantly less power than before. Secondly, we're trying to start up a school to educate people on the use of superpowers and how to use them responsibly. The last thing on our agenda is extinction of any kind, especially since that would be move used only by Supreme Force himself. And while we don't have problems with you recruiting people, we can't exactly let you have an army to cause chaos with. Not to mention, you're literally walking into someone's headquarters with only 2 people. Please reconsider this before you make a terrible mistake."

    "Defect from where?" Typhoon sneers, "The nation whose ruler you killed? You're so full of shit." He crosses his liquid arms, the mind control apparently sliding over his smooth brain. "You wanna know why I'm not registering? Because you can't make me. You want to force me? Good luck convincing everyone you're the good guys then. Maybe the Haulians will actually appreciate us. Then again, we don't need to go to them either."

    The appeal rolls off of Flashburn too, which doesn't make sense to either K'Tzir or Green. It's as if he's not listening.

    The burning man winces again. "Voluntary Mutant Extinction Movement was a movement by mutants for the sake of others. Except that one realized that sacrificing mutant rights for those of ordinary humans would be as inhuman as forcing to serve mutants. We've created a solution: Mutantkind leaves Tertia on its own and attends to its own affairs."

    His rote responses and off grammar lead you to think that he is in a trance of some kind, suggested to act a specific way and only giving knee-jerk statements based on what he hears. If he was told to dictate off a specific message, then it makes sense that he would repeat it clearly, word-for-word. But if he was compelled, his mental state would naturally deteriorate the more he was pushed. It's like speaking to someone who's half-asleep. As it is, he starts visibly shaking and sinks to the ground, his flight stopped. Even Typhoon seems concerned for him.

    "Uh, you alright, dude?"

    He is not alright, and he violently erupts at Typhoon, screaming at the top of his lungs. His mental state has simply cracked wide open.

    "..." He opens his mouth in a terrifying gape as the flames on his skin rise in intensity from a burning field into a molten inferno. The air around him drastically warps from the heat.
    "Fzzzzzqfg..."
    His mind so in turmoil that he is immune to psychic attacks, Flashburn is currently a danger to himself and everyone in the area. Whatever safeguards his mind put on his power are gone. Everyone that begins their turn in attack proximity to Flashburn must provide some kind of heat immunity or face D4 Physical stress every time their turn begins, himself included.

    Forcefox steps back startled.
    She sets her sensory suite to work and tries to detect any type of waves or radiation or signal influencing the fire-guy. He obviously wasn't himself.

    Spirit Haven immediately flies up into the sky, away from the school building as Flashburn begins to melt down. "Dammit, this is bad..." He mumbles to himself. "He's probably being manipulated in some fashion... this mutant clearly isn't himself." Haven wouldn't be surprised if this was the Snake Society's doing, but for now, they needed to subdue the flames before they grew out of control. A ball of ectoplasm forms in his hands before he flings it at the walking conflagration.
